The tragic incident happened in October 2025 in Popoh Village, Selopuro District. The toddler died after touching electricity from a pole transformer unit, locally known as Gardu Tiang Trafo (GTT).

The victim’s family believes poor safety measures at the site caused the fatal accident. They filed a police report against PLN’s Wlingi customer service unit and demanded legal accountability.

Family lawyer Nur Ali said several pieces of evidence, including CCTV footage, point to possible negligence by the electricity provider.

“The transformer installation at the location did not have proper safety fencing. The transformer box was also positioned too low, making it easy to reach, including by children,” he said.

According to the family, the lack of proper barriers created a dangerous environment. This became more serious because children often played near the open residential area.

Blitar Police Criminal Investigation Unit is now checking the standard operating procedures (SOP) related to the transformer installation. Officers want to determine whether criminal negligence occurred.

Blitar Police Criminal Investigation Chief AKP Margono Suhendra said investigators will involve experts to assess whether the installation violated safety standards.

“We will review the transformer SOP. If changes happened over time and there was no element of negligence, we will consider that carefully,” he explained.

Margono said PLN told police that the installation originally met technical standards. However, investigators still need to verify whether the condition remained safe at the time of the incident.

Police also plan to bring in independent experts from the provincial level and relevant ministries. This step will strengthen the legal investigation and provide technical clarity.

Besides questioning the victim’s family and PLN representatives, investigators are collecting technical assessments. They want to make sure they handle the case thoroughly and transparently.

So far, no settlement agreement has been reached between the victim’s family and PLN. Legal proceedings continue because both sides still hold different positions.

Even inside the family, opinions about mediation are still different. The father reportedly agreed, while the mother has not accepted the idea.

Police said they still consider that situation as no formal resolution. They also confirmed that the legal process will continue.

This case has drawn strong public attention, especially over electrical safety in open public spaces and residential areas where children face greater risks.

“We are still looking for competent experts. If none are available at the provincial level, we will request assistance from the relevant ministry. Since there is still no agreement, the legal process will continue,” Margono concluded.
