Blitar Launches ‘TOBAT’ Policy to Ensure Transparent Student Admissions in SPMB 2026

BLITAR – SPMB 2026 student admissions process in Blitar is set to follow stricter transparency rules after the local government launched the “TOBAT” policy. Officials say the initiative aims to eliminate unfair practices and restore public trust in school admissions.

The Blitar Education Office (Dispendik) introduced the policy during the National Education Day celebration. Regent Rijanto led the declaration, joined by local officials, as part of a broader commitment to clean and accountable governance in education.

“Anything that goes against SPMB regulations is unacceptable. We want governance to move in a better direction,” Rijanto said.

The “TOBAT” policy stands for Transparent, Objective, Fair, Accountable, and Non-Discriminatory. Authorities expect these principles to guide every stage of the admissions process, not just remain symbolic.

Rijanto also addressed long-standing issues, including informal practices used to secure school placements. “Practices like placing students through personal connections must stop. We want everything to follow the rules,” he stressed.

The government hopes the SPMB 2026 process will run more fairly and gain stronger public confidence. Officials also urged the public to help monitor the system and report any irregularities.

Meanwhile, Dispendik head Agus Santosa said the declaration aligns with Education Ministry Regulation No. 3 of 2025. The regulation requires admissions to follow strict standards of fairness, transparency, and accountability.

“This declaration reflects the commitment of all stakeholders to carry out SPMB in line with existing regulations,” Agus said.

Following the launch, authorities will intensify public outreach. They plan to inform schools and communities about procedures and requirements to ensure a smooth rollout.

In addition, the admissions process will rely on an online system. This allows real-time monitoring by both officials and the public. “The system is transparent because it is online. The public can monitor the process alongside internal supervision,” Agus explained.

With these measures in place, Blitar aims to set a higher standard for fair and accountable student admissions in 2026.
