THR ASN 2026 Rises 10%, Indonesia Allocates Rp49 Trillion to Boost Q1 Economic Growth

RADAR TULUNGAGUNG – Indonesia has raised THR ASN 2026 by 10 percent from last year. The government has allocated Rp49 trillion ($3.1 billion) for civil servants, military personnel, police officers, and pensioners. Officials expect the higher holiday allowance to lift purchasing power and support economic growth in the first quarter of 2026.

Authorities announced the policy during a joint press briefing with several ministries. They confirmed that the state will pay the allowance in full, without deductions, under current regulations.

The payment includes base salary, family allowance, food allowance, structural allowance, and performance incentives. Officials also stressed that THR differs from the 13th salary. The government will continue to pay the 13th salary separately in June, as in previous years.

The Rp49 trillion budget covers multiple beneficiary groups. The government has allocated Rp22.2 trillion for about 2.4 million central government employees, including members of the armed forces and police.

Regional administrations will distribute Rp20.2 trillion to roughly 4.3 million local civil servants. Meanwhile, 3.8 million pensioners will receive Rp12.7 trillion.

Officials said they will pay all components at 100 percent this year. In earlier periods, fiscal constraints forced adjustments. Stronger public finances now allow full payments.

With this fiscal injection, policymakers target economic growth of 5.5 to 5.6 percent in Q1 2026. That figure would exceed the previous quarter’s performance.

Beyond THR ASN 2026, the government has ordered private firms to comply with mandatory holiday allowance rules. The Ministry of Manpower requires companies to pay workers no later than seven days before Eid. Firms may not split payments into installments.

Employees who have worked at least one year are entitled to one month’s salary. Those with shorter service will receive a proportional amount based on tenure.

Data from the national employment social security agency show that 26.5 million salaried workers could receive THR. Authorities estimate private-sector payouts may reach Rp40 trillion. Economists view that figure as significant for boosting domestic consumption.

To prevent violations, the government has asked governors and regional leaders to set up integrated complaint posts. These centers will handle reports from workers whose rights remain unmet.

The government has also urged ride-hailing firms to provide a Holiday Bonus (BHR) for driver-partners and couriers. In 2026, the program may reach about 850,000 active drivers. Total funding stands at Rp220 billion, double last year’s Rp110 billion.

Major platforms such as GoTo and Grab have pledged around Rp100–110 billion each. Other operators, including Maxim and inDrive, will also distribute bonuses.

Government guidelines require companies to grant at least 25 percent of a driver’s average net income over the past 12 months. Firms must transfer the bonus no later than seven days before Eid.

Alongside THR ASN 2026, Jakarta has launched broader stimulus measures. The government has allocated Rp911.16 billion for transport discounts during the annual homecoming season.

It has also prepared Rp14.9 trillion in food aid for 35 million beneficiary families. Each household will receive 10 kilograms of rice and two liters of cooking oil.

Authorities will implement a work-from-anywhere policy on March 16, 17, 25, 26, and 27. The measure aims to reduce congestion during the Eid travel rush.

With THR ASN 2026, private-sector allowances, driver bonuses, and social aid combined, officials expect domestic consumption to rise sharply. They see the policy as both social support and a driver of early-year economic expansion.
