Village Fund Corruption Case: Tulungagung Village Head and Treasurer Sentenced to Three Years in Prison

TULUNGAGUNG – The village fund corruption case involving officials from Tanggung Village in Tulungagung has ended with prison sentences for both the village head and treasurer after a court found them guilty of causing state losses of nearly Rp 1.5 billion.

Judges at the Surabaya Corruption Court handed down three-year prison terms to Tanggung Village Head Suyahman and village treasurer Joko Endarto. The court ruled that both men participated in the misuse of village finances between 2017 and 2019.

In addition to their prison sentences, the court ordered both defendants to pay financial penalties and restitution to compensate for losses suffered by the state.

Roni, Head of Intelligence at the Tulungagung District Prosecutor’s Office, said Suyahman received a three-year prison sentence and a Rp 100 million fine. The court also ordered him to repay Rp 416.1 million in state losses.

Joko Endarto received the same three-year prison sentence and a Rp 100 million fine. However, the restitution imposed on him was significantly higher.

According to prosecutors, the court ordered Joko to pay Rp 1.119 billion in replacement money. If he fails to fulfill the obligation, he will face an additional two years in prison.

The verdicts came in lower than the sentences requested by prosecutors. Earlier in the trial, prosecutors had sought prison terms of four and a half years for both defendants.

The court also reduced the financial penalty requested for Joko. Prosecutors had previously demanded a Rp 200 million fine, while the court ultimately imposed a Rp 100 million penalty. Meanwhile, Suyahman’s fine matched the prosecution’s original demand.

Despite the ruling, the legal process may not be over. Both prosecutors and the defendants have yet to decide whether they will accept the verdict or file an appeal.

Roni said all parties remain in a deliberation period following the court’s decision. Under Indonesian legal procedures, they have seven days to determine their next legal step.

The corruption case stemmed from the management of Tanggung Village finances from 2017 to 2019. Investigators alleged that Suyahman and Joko misused several sources of village revenue during that period.

Authorities found irregularities involving village fund allocations, village development funds, regional financial assistance programs, and revenue generated from tax collections.

The alleged misconduct resulted in state losses estimated at around Rp 1.5 billion. After investigators completed the case file, the Tulungagung District Prosecutor’s Office detained both suspects in September 2025 before transferring the matter to the Surabaya Corruption Court for trial.

The ruling marks another significant corruption case involving village fund management in East Java, where authorities continue efforts to strengthen transparency and accountability in local government finances.
