Blitar Parking Regulation Reform Awaits Council Approval to Expand Official Parking Zones

BLITAR – Blitar parking regulation reform is being pushed by the city government to strengthen legal control over public parking and increase local revenue from roadside parking fees. However, the policy cannot proceed until the municipal council approves a long-awaited regional bylaw.

Syauqul Muhibbin said the current list of officially designated government parking areas remains limited. As a result, many informal parking spots have emerged without clear legal status or standardized ticketing.

He proposed expanding official public parking zones beyond a single central area through mayoral decrees. Under this system, any parking location formally designated by the mayor would be recognized as legal and required to use official tickets. Conversely, sites operating outside such designation would be classified as illegal parking.

Nevertheless, the plan still faces regulatory barriers. Existing rules on local taxes and service charges do not yet accommodate the broader parking framework. Therefore, the city administration is urging the municipal legislature to approve the regional parking bylaw as soon as possible.

Muhibbin stressed that the bylaw is essential not only for boosting locally generated revenue but also for ensuring orderly governance. Without a solid legal basis, he warned, enforcement and revenue collection could face disputes and operational challenges.

He added that clear regulation would align parking management with municipal finance policies and prevent irregular practices in the field. Ultimately, the city expects the reform to create transparent parking services while safeguarding public revenue.
