Trenggalek Lawmakers Slam Vacant OPD Positions, Question HR Agency Readiness and Annual Assessments

RADAR TRENGGALEK – Concerns over Trenggalek vacant OPD positions have intensified after lawmakers warned that unfilled leadership posts could weaken local governance in Trenggalek.

Husni Tahir Hamid, chair of Commission I of the regional council (DPRD), said several posts in the Trenggalek administration remain without definitive appointees. He argued the vacancies reflect failures by the local civil service and human resources agency, BKPSDM Trenggalek, to prepare qualified officials.

According to Husni, the issue goes beyond administrative delay. Instead, it signals weak workforce planning. He said the agency should maintain a talent pool ready to fill strategic roles at any time.

“It is BKPSDM’s failure. They did not prepare competent candidates. That is the logic,” he said on Friday (Feb. 20).

He also questioned the value of annual competency assessments conducted by the agency. In his view, these reviews should produce a clear map of employee capabilities and ready candidates for vacant posts.

“What is the point of yearly assessments? How much money is spent? Where are the results? How many are actually ready?” he asked.

Husni added that many roles are currently held by acting officials (Plt). However, acting heads have limited authority and cannot make major policy or budget decisions. As a result, accountability still rests with Regent Mochamad Nur Arifin.

“An acting official only executes duties. Strategic responsibility remains with the regent,” he said.

Nevertheless, Husni stressed that filling posts should not wait for direct orders from the regent. The HR agency has authority to propose eligible candidates based on evaluations and assessments.

“BKPSDM must submit names. If they cannot, other mechanisms exist,” he said.
